You are not kidding. I have lived in MD my whole life, and I worked in a grocery store for 5 years in high school and college. Believe me when I tell you that when even one flurry of snow hits the ground, people flock to the grocery stores for milk and toilet paper.
Unfortunately for us, UMBC has always been very conservative about closing for snow events. Even if everyone else closes, they usually stay open. We had an outright legit blizzard in January 1995, (I'm talking feet of snow), and I only recall the campus being closed one day, tops.
